A key role, as identified by the ISM Code, in the effective implementation of a safety management system is that of the designated person. This is the person based ashore whose influence and responsibilities should significantly affect the development and implementation of a safety culture within the company.

To ensure the safe operation of each ship and to provide a link between the company and those on board, every company, should designate a person or persons ashore having direct access to the highest level of management. The responsibility and authority of the designated person include monitoring the safety and pollution-prevention aspects of the operation of each ship and ensuring that adequate resources and shore-based support are applied, as required.

 

Education / Qualifications

  • Required: Bachelor’s Degree, recognized by all appropriate State & National Authorities or relevant/equivalent.

 

Skills ad Competencies

  • Knowledge and understanding of the ISM Code, ISPS Code, mandatory rules and regulation, applicable codes, guidelines and standards as appropriate.
  •  Assessment techniques of examining, questioning, evaluating and reporting.
  •  Technical or operational aspects of safety management.
  •  Appropriate knowledge of shipping and shipboard operations.
  •  Participation in at least one marine-related management system audit.
  •  Effective communications with shipboard staff and senior management.

 

Certifications:

  • Required:

- Certified as ship officer in accordance with STCW as amended.

- Bachelor’s Degree, recognized by all appropriate State & National Authorities.

- NEBOSH IGC International General Certificate in Occupational Health and Safety

- Professional coursework in Quality, health, safety, environment, security and energy efficiency for the maritime industry.

- Certified Designated Person ISM code,

- Company Security Officer, ISPS Code,

- ISM Lead Auditor,

- Certified OSHAD, Department of Municipality and Transport

- Certified auditor ISO 9001, ISO 14001 & ISO 45001

Experience

  • Required:

- 10 years’ Work experience in Marine field and discipline

- Seagoing experience as a certified ship officer in accordance with STCW as amended.

- Experience as DPA & CSO in compliance with mandatory rules, regulation, codes, guidelines and standards related to the safe operation of ships and protection of the environment and to detect security threats and take preventive measures against incident affecting ships as recommended by national and international maritime organizations.
